Decision No. 36/2017/QD-UBND dated August 17, 2017 of the City People’s Committee. Ho Chi Minh City regulations on coordination in handling procedures for land allocation, land lease, change of land use purpose; registration of land and other land-attached assets; issue, exchange, and re-issue certificates of land use rights and ownership of houses and other land-attached assets in Ho Chi Minh City.

The decision guides the process of inter-connecting land procedures in Ho Chi Minh City, including:
– Land allocation, land lease, change of land use purpose;
– First registration, registration of changes in land use rights, ownership of houses and assets attached to land;
– Granting, renewing and re-granting certificates of land use rights and ownership of houses and land-attached assets.
Accordingly, for procedures for land allocation, land lease, and land use purpose change, dossiers and results are returned at the Receiving and Returning Department of the District People’s Committee.
For registration procedures, grant of red books and pink books, the dossiers and results can be returned at the branch of the Land Registration Office if the land user is a household, individual or overseas Vietnamese. The remaining cases are carried out at the City Land Registry Office.
Particularly for hi-tech zones, economic zones, airports, airports, the place to submit dossiers and return results is at the Management Board of hi-tech zones, economic zones or the Airport Authority.
The Decision takes effect from August 27, 2017.
