The Government has just issued Resolution No. 78/NQ-CP dated July 20, 2021 thematic Government meeting on COVID-19 prevention and control.
The COVID-19 epidemic is developing very complicatedly in many localities across the country, especially in Ho Chi Minh City. The Prime Minister has agreed to apply social distancing measures under Directive No. 16/CT-TTg (Directive 16) in 19 southern provinces and cities in order to soon prevent and reverse the COVID-19 epidemic.
However, the discipline and discipline in the observance of epidemic prevention and control measures of some state agencies and a part of the people are not high, not in accordance with regulations, transportation and circulation of goods between the provinces are not high. Localities implementing distance from other localities still have shortages and local congestion; the supply of goods, especially food, foodstuffs and essential necessities for people in the localities where the distance is implemented in places, sometimes it is still not really active and effective; the coordination between ministries, branches and localities is not very close; Some localities have not yet met the requirements of the local epidemic prevention and control capacity.
The Government requested the National Steering Committee for COVID-19 Prevention and Control, ministries and branches to strengthen centralized, unified and intensive direction for Ho Chi Minh City and southern provinces at the inter-regional level; at the same time, strengthen discipline and discipline, raise people’s awareness of compliance, ensure stricter and more effective implementation of epidemic prevention and control measures under Directive 16, especially extending social distancing at a higher level for areas with complicated epidemiological developments in some localities; with the goal of protecting and taking care of people’s health and lives first and foremost.
Establishment of a special working group of the Government
The Government decided to set up a “Special” Working Group of the Government, located in Ho Chi Minh City under the direction of the National Steering Committee for COVID-19 Prevention and Control to immediately handle and solve the following tasks. urgent issues arising in the prevention and control of the COVID-19 epidemic in Ho Chi Minh City and other provinces and cities that are implementing social distancing.
The composition of the Working Group includes Deputy Ministers of the Ministry of National Defense (Team leader), Public Security and Health (Deputy Team); Agriculture and Rural Development, Information and Communication, Labor – Invalids and Social Affairs, Construction, Industry and Trade, Transport; Chairman of Ho Chi Minh City People’s Committee (member)
Members who are Deputy Ministers of Ministries exercise the powers of the Minister in directly dealing with issues within the functions, tasks and powers of their respective Ministries and coordinate with the members of the Working Group to carry out the work. General coordination of the Group and implementation of the direction and administration of the National Steering Committee for COVID-19 prevention and control.
The Government assigned Deputy Prime Minister Vu Duc Dam, Head of the National Steering Committee for COVID-19 Prevention and Control to directly direct the activities of the Working Group according to its competence, beyond its authority to report to the Prime Minister. The working regulations of the Working Group shall comply with the provisions of the National Steering Committee.
The Deputy Minister of National Defense and the Head of the Working Group were assigned to urgently agree with the members of the Working Group on the temporary operation regulations of the Working Group to promptly implement this Resolution and report to the Deputy Prime Minister Vu. Duc Dam, Head of the National Steering Committee.
The resolution clearly states: Assign the Minister of Health to assume the prime responsibility for, and coordinate with the Ministry of Finance, the Ministry of Planning and Investment and relevant agencies in, promulgating a list of concentrated procurement of biological products, supplies, medical equipment … for epidemic prevention and control.
Based on the complicated development of the epidemic situation, the requirement to protect the people’s health and life comes first, first of all, the investment and procurement of biological products, supplies and medical equipment… Timeliness and efficiency is an important and urgent task in the current epidemic prevention and control, which applies the provisions on procurement in Articles 22 and 26 of the Law on Bidding.
The Ministry of Health shall assume the prime responsibility, together with the Ministries of Finance, Planning and Investment, Justice… under the direction of Deputy Prime Minister Le Minh Khai, to urgently complete the mechanism and estimate the purchase cost. procuring equipment, supplies, medical biological products, completing the Government’s Report and Draft Resolution on the procurement mechanism for COVID-19 prevention and control, and submitting it to the Government for consideration and promulgation.
Raise the people’s awareness and observance of Directive 16
The Government requires ministries, ministerial-level agencies, government-attached agencies, People’s Committees of provinces and centrally run cities, especially localities that are implementing social distancing according to Directive 16 to unify Directing point of view:
Raise the sense of responsibility, tighten discipline and discipline in directing and organizing the implementation of epidemic prevention and control, especially raising the people’s awareness and observance of Directive 16 for the requirements on epidemic prevention and control. personal distance between individuals, between family and families, do not gather in large numbers, limit travel, do not leave the house unless absolutely necessary… Agencies and units strengthen work online, arrange employees to work alternately at the office not more than 50%. The implementation of social distancing requirements under the Prime Minister’s Directive is both the responsibility, obligation and right of each citizen. Violations must be strictly handled according to regulations.
Focus and prioritize resources as high as possible for epidemic prevention and control activities in Ho Chi Minh City with provinces and cities that are implementing social distancing. Strengthening professional forces, experts, including independent experts to ensure proper assessment, grasp and forecast of the situation and risk of epidemic developments in order to take appropriate prevention and control measures, exam, effective.
Well perform the transport and circulation of goods between localities that are implementing distance and other localities; ensure the timely supply of goods, especially food, food and essential necessities for people in localities that are implementing social distancing. Pay attention to effectively implementing the work of ensuring social security, social order and safety in localities that are implementing social distancing.
Leadership and direction must be unified at the national level, but ministries, branches and localities must actively and regularly exchange with each other to agree on measures to prevent and control the epidemic, especially controlling people and goods. , means of going to and from localities, ensuring close, smooth and effective coordination. Localities do not arbitrarily set up “sub-licenses” to cause congestion, hinder the circulation of goods and people on duty.
