According to the provisions of Article 10 of Circular 15/2016/TT-BXD guiding the issuance of construction permits dated 30/06/2016, in order to carry out the procedures for applying for a construction permit for the project, it is necessary to prepare first. 01 dossier set includes the following papers and documents:

– An application form for a construction permit, made according to the form in Appendix 1 of Circular 15/2016/TT-BXD guiding the issuance of construction permits.

– A copy or file containing the original copy of one of the papers proving the land use right as prescribed by the law on land.

– Certificate of enterprise registration or investment certificate of the owner of the investment project.

– A copy or file containing two main sets of approved technical design drawings or construction drawing designs in accordance with the law on construction, each set includes:

  1. a) A drawing of the total ground of the project or the total site of each phase of the project, scaled from 1/100 to 1/500;
  2. b) Site drawing of each work on the land lot at the scale of 1/100 – 1/500, enclosed with a map of the location of the work;
  3. c) Drawings of elevations and main sections of each work, scale 1/50 – 1/200;
  4. d) Drawing of foundation ground plan scale 1/100 – 1/200 and footing section of 1/50 scale of each work, together with diagram of connection with rainwater drainage, wastewater treatment, water supply system, power supply, communication rate 1/50 – 1/200.

In case the construction design of the work has been appraised by a specialized construction agency, the design drawings are copies or files containing snapshots of construction design drawings already approved by the specialized construction agency. assessment construction.

– A copy or file containing the original copy of the decision on approval of the work construction investment project, enclosed with the investment approval document of the competent state agency, the written opinion on the basic design; the office (if any) of the state management agency in charge of specialized construction works as prescribed;

– The investor’s written approval of the foundation and basement construction method to ensure safety for the works and neighboring works (for construction works with basements);

– A drawing of a fire prevention and fighting system with a scale of 1/50 – 1/200, stamped for approval for works on the list of requirements for approval of fire prevention and fighting plans in accordance with the law on fire prevention and fighting. fire retardant;

– Report on appraisal results and written approval of technical design or construction drawing design of investor according to regulations; The design verification report shall be made by the state management agency in charge of construction or a qualified consulting organization according to regulations, enclosed with drawings of main load-bearing structures, signed and stamped by the competent authority. organizations and individuals designing;

– A declaration of capacity and experience of the design organization or individual who is the design leader or lead designer, enclosed with a certified true copy of the practicing certificate of the design manager or chairperson.

After preparing all the above documents, the applicant will proceed to submit the application at the one-stop section of the Construction Management and Licensing Department of the Department of Construction of the province/city directly under the central government. The application fee is 150,000 VND / 1 application.

Within 20 working days from the date of receipt of complete and valid dossiers, the Department of Construction of the province/city directly under the Central Government will return the construction permit (if the dossier is valid) or issue a written refusal to grant the permit. build (if the profile is not valid).
