Installment car buyers can use a copy of vehicle registration

The Government Office has just issued Official Letter 8061/VPCP-CN on the use of Vehicle Registration Certificate (PTGT) in case of vehicle mortgage at credit institutions.

Accordingly, in order to solve problems in case traffic participants do not have the original documents for their vehicles because they have mortgaged them at credit institutions, Deputy Prime Minister Truong Hoa Binh has the following comments:

– Drivers of vehicles participating in traffic in the territory of Vietnam may use an authenticated copy of the Traffic Traffic Registration Certificate, enclosed with the original valid credit institution’s receipt, to replace the original.

– Assign the State Bank to issue a document guiding credit institutions to issue a Receipt and only issue 1 original of the Receipt with a time appropriate to the time of mortgage of the vehicle in August 2017.

In addition, the Ministry of Transport and the Ministry of Public Security are required to guide the forces with sanctioning competence and the Transport Inspector to implement the above directives while on official duty.
