300 million/month for the bill

However, according to the draft decree regulating sales and service invoices, from the beginning of 2018, e-invoices must have an authentication code of the tax authority. The fee for each e-invoice with an authentication code is 300 VND, which costs the bank about 300 million VND per month.

“The purpose of switching from using paper invoices to electronic invoices is to help businesses save costs. If in fact, the enterprise still costs too much, it needs to be reconsidered, ” – a representative of Orient Bank stated.

Some other businesses also suggested that they should not charge service fees on each invoice, but should let businesses take the initiative in providing e-invoice services. After that, the business will send a monthly invoice declaration to the tax office, thus reducing costs and inconvenience for businesses.

The representative of Ajinomoto Vietnam Company is worried that the business community will face difficulties with the management agencies. “In the case of transporting goods on the way, enterprises must carry a red invoice for inspection by the authorities. Recommend a 1-2 year roadmap

Responding to questions from the business community, Ms. Nguyen Thi Thu Ha, Tax Policy Department under the General Department of Taxation, said that by the end of last year, there were 315 businesses using e-invoices with more than 2.4 million verified invoices. reality of the tax industry.

Through piloting in Hanoi and Ho Chi Minh City, e-invoices help businesses and tax authorities reduce the time for invoice procedures. For example, with paper invoices, enterprises take five stages while e-invoices only need one registration step to complete. In addition, businesses can reduce printing and storage costs, help screen out invoices of runaway businesses, and eliminate fake invoices.

“However, the tax authority will accept the opinions of enterprises to amend and supplement the draft decree regulating sales and service provision invoices. Thereby creating favorable conditions, reducing costs for businesses and supporting enterprises in the early stages of applying e-invoices, “said Ms. Ha.

Representatives of the tax industry also pledged to build an information portal on electronic invoices that connects synchronously with agencies and departments to avoid causing difficulties for businesses. However, Mr. Nguyen Ngoc Tuan, Vice Chairman of Dong Nai Import-Export Association, said that simultaneously using e-invoices from the beginning of 2018 was “too urgent, not enough time for businesses to prepare “. During this time, enterprises still use paper invoices and electronic invoices in parallel depending on the case.

How to apply e-invoice?

According to the draft decree on invoices for sales and service provision, enterprises that have used e-invoices or e-invoices with the tax authority’s code before 2018 will continue to use invoices. Electronic is applicable from January 1, 2018.

For businesses with high tax risks, the use of electronic invoices will be applied from January 1, 2018. For business organizations with tax identification numbers before 2018 using self-printed invoices, businesses and economic organizations that are purchasing invoices from tax authorities will only use them from July 1, 2018. e-invoices with tax authority’s code or self-issued e-invoices if all conditions are met.

Enterprises and economic organizations before 2018 using ordered invoices will continue to use ordered invoices in 2018 and the General Department of Taxation has a solution to gradually switch to applying electronic invoices with tax authorities’ codes. . If all conditions are met, electronic invoices issued by enterprises themselves will be applied.

Worried about being forced to pay bills

According to the draft decree regulating sales and service invoices of the Ministry of Finance, T-VAN organization is an e-invoice service provider with the tax authority’s code from January 1 to January 1. 2018. Currently there are eight units providing this service.
