Referring to the grounds for promulgating the draft Resolution on organizing the online trial, Chief Justice Nguyen Hoa Binh affirmed that it was according to the simplified procedure and authority of the National Assembly. When the President of the National Assembly presided over the voting and collecting opinions of the National Assembly on the program of the 2nd Session, the grounds for promulgating this Resolution were clearly stated. Therefore, in the TANDTC’s report, please do not repeat and consider it as approved by the National Assembly.

Regarding the piloting of the online trial, Chief Justice of the People’s Court of the People’s Court Nguyen Hoa Binh said that after a period of preparation and consultation with agencies, especially the verification agency, the People’s Court of Vietnam realized that the organization of the trial was Online trial is a big deal. Regarding resources to ensure the implementation of the online trial, Chief Justice Nguyen Hoa Binh said that currently Bac Giang, Tuyen Quang, Hai Phong, Ho Chi Minh City and some other localities have supported the TANDTC. implement this form of judgment. However, in the long run, localities need to be allocated reasonable resources for the implementation, so it should be included in the Resolution of the National Assembly.

Referring to the e-Court with the use of information technology, Chief Justice of the People’s Court  Nguyen Hoa Binh said that in order to implement this, it is necessary to have 3 factors: One is to have an information technology infrastructure including: equipment, transmission lines and software. Secondly, there must be information technology human resources such as information technology engineers, a team of courts and other agencies using information technology, as well as the public using information technology when there is a need.
